With these copious rtquirements, the aim of the editor to reduce the Blue Book in size and contents, to what its name purports it should be - a compact political hand-book - could not be rea ized. It is to be regretted that the law requires J eii'ersou's Manual which, if not now entirely obsolete, is at least obsolescent - to be placed in the book.
