First to experience the necessities, they have been at the front in urging needed reforms, and in these they have been notably successful. Thus it is appropriate in a series of papers devoted mainly to irrigation to review at some length the conditions near Greeley, for from here have come many initiatives to a proper state of affairs.Considerable space is devoted in this paper to matter which at first sight may seem to be more peculiar to the lawyer than to the farmer, bu t, as above stated, the irrigator is called upon probably more than any other agriculturist to consider his legal environment. Although a beginning has been made, yet many years must elapse before the laws relating to irrigation, both State and national, fully recognize the necessities of the irrigator or permit such a development that the greatest good shall come to the greatest number.
