During that visit, I discussed our trade differences and the new negotiating framework with a number of senior Japanese officials and govern ment Ministers.I said I viewed the negotiating framework President Clinton and Prime Minister Miyazawa agreed to last July as our mutual last best chance to resolve our differences in trade and market access.I used the phrase mutual last best chance because I believe that if this framework fails, it will not simply be one more in a long line of failed negotiations.
