The terms town and city are used interchangeably throughout these pages and therefore what is said applies to the large city as well as to the small town.The student of sociology, of civil government, and of business, may be inclined to believe that too much has been assumed in the title, since we deal almost entirely with the improvement of those physical elements of which the town is made up. In its broad sense town improvement implies improvement not only in visible and tangible things, but in other lines also.
