The first task is to give all these organizations a place in the great machine which is to carry on the war. This is being done rapidly through the Council of National Defense. Whatever state ments are made concerning organizations and activities during this period of coordination and rearrangement are subject to instantaneous change. Almost necessarily, therefore, have mis statements and errors crept in, but no pains have been spared to make the statements accurate up to June 1.
