Excerpt from The Silver Question: An AddressSection 15 provided for the coinage in silver of half dollars, quarter dollars and dimes, to be legal tender for all sums less than one dollar.Sec. 17 provided for the coinage of nickels and copper cents, to be legal tender to the amount of fifteen cents.Sec. 18 provided that no coins of gold or silver should thereafter be issued ex cept as in that act provided.The bill was taken up in the Senate Jan. 9, 1871, read in full, debated dur ing that day and the next, and passed by a vote of 36 to 13.It then went to the House and was re ferred to the Committee on Coinage, Weights and Measures, and printed as it had passed the Senate.
