In the five years that have elapsed since that time the problem of pensions for public employees has received so much attention in this country that it seems worth while to bring before the Institute a few of the main points in these recent developments. In attempting to do this in the present paper a special effort is made to deal with points that are likely to be useful to members of the Institute in giving general advice with respect to provisions of pension plans.
