As one who has witnessed the passing of many of the penal relics of a bygone age, such as dark cells, cranks, treadwheels, and the rest, I venture to discuss some questions connected with the penal systems of our own and other countries in the light of the most recent pronouncements of modern penologists, and of such experience as my acquaintance with our own penal system has afforded me.
