Statistics show that the trade and commerce of the country have during the past few years been in a sound and healthy condition. At the present moment, indeed, our material prosperity is probably at the highest point it has ever reached. Last year was a record as regards exports and imports, and this year beats even that record. Yet during the last three years the unemployed have become - or are, at any rate, threatening to become - a permanent feature of our national life. At the same time, the air is full of all sorts of schemes and proposals for increasing state aid to the poor.
