Whole, we propose also to ask the House to assent to certain proposals as to the areas within the counties. Our bill, therefore, divides counties into urban and rural districts. The urban districts will be the existing and the future municipal boroughs such municipal boroughs as are not counties of themselves], and the districts of the other urban sanitary authorities. With ref erence to the boroughs, the town council will be the district council. The other urban sanitary districts have had their governing boards, as the House is aware, elected on the plural vote. It is obviously impossible that we should have a county council elected upon one franchise and the district board upon a more restricted franchise.
