In this matter many things had happened, as we know, contrary to his hopes. He had wished to force the Austrians out of Italy, and then to give to the States of the peninsula a confederate constitution under the headship of the Pope. But Prussia's inter ference had forced him to leave Venetia to the Emperor Francis Joseph, whereupon the population of Central Italy, and unfortunately also of the Papal Legations and Marches, united, as did finally Sicily and Naples, with Piedmont, so that instead of an Italian Con federation a unified Kingdom of Italy arose.
