Excerpt from The English Historical Review, 1891, Vol. 6 It may be said that on that day the populace of Rome saved the tem poral power of the popes. This populace had no idea then of the impor tance which its unreserved alliance with an emperor who was at heart Italian would have had for the national development. Frederick II reigning in the Capitol, with Gregory IX reduced to the Vatican, would have meant the unity of Italy proclaimed by the Ghibelline party. The impression of the moment and the force of religious exaltation prevailed over regard for the future and the demands of policy. The emperor gave up the attempt upon Rome, issued the summons for a parliament of the kingdom of Sicily to be held at Foggia on Palm Sunday, 5 and proceeded thither himself in April.
