These quarrels had arisen at the close of the last reign owing to a claim advanced by the Lower House, which was mainly composed of High Churchmen, to debate, adjourn, or prorogue independently of the action of the Bishops in the Upper House. This claim, which was contrary to precedent, had been stoutly resisted by the Primate and the Whig Bishops, who could ill brook the obstinate, intemperate, and undignified opposition of the inferior clergy under the able leadership of Atterbury, an acute controversialist. The death of William III.
