SO slowly were the clauses for disfranchising the small boroughs passed, that the people became impatient and urged more speed in strangling the reptiles. On the 22nd September, three months after the second introduction of the Bill, it passed the Commons by 345 to 239, a majority of 106.And now all eyes were turned to the Lords, to whom the Bill was carried, and presented by Lord John Russell, with a retinue of upwards of a hundred members.
