C., February 3, 1905A schedule of definite rates which the law should declare reasonable and just would be enforceable, because of cer tainty, while the words of the present law, that all rates shall be reasonable and just, and that every unjust and un reasonable charge is prohibited and declared to be unlaw ful, are rhetorically grand words, but as enforceable legis lation the language may be regarded as void for uncertainty.The interstate law was not a hasty enactment.
