This addendum to The Clean Power Plan's Economic Impact shows detailed results for the 48 contiguous
states.
For each state, the findings present four different expenditure burdens:
1. The current average annual electricity costs relative to 2014 median household income (cost burden) by
neighborhood (formally U.S. Census Tracts),
2. The impact on the electricity cost burden by neighborhood if the Clean Power Plan (CPP) is implemented,
and consumers do not change their behavior,
3. The impact on the electricity cost burden by neighborhood if the CPP is implemented and consumers
economize on their consumption based on the estimated short-term behavioral responses, and
4. The impact on the electricity burden by neighborhood if the CPP is implemented and consumers economize
on their consumption based on the estimated long-term behavioral responses.
Detailed state maps are provided for each of the four expenditure burdens.
