Palmer Lucas, Professor of Children's Diseases at the University of California as Chief of the Bureau. Dr. Lucas work in 1916 for Mr. Hoover in Belgium, , where he made a careful health survey of the Belgian children for the Commission for Relief in Belgium, brought a wide and valuable experience to the French problems. Mrs. Lucas accompanied her husband to France, and for ten months worked with him in the organization and establishment of the American Red Cross work for the children.
