YThe Department of Virginia comprised that portion of southeastern Virginia which was held by Union troops. Its troops belonged to the IV, VII and IX corps. The IV army corps had one division, of about men, under General Gordon at West Point on the York river and the other, of about the same strength, under the corps command er, General Keyes, at Yorktown. One division of the VII corps and one of the IX corps, about men, the whole under General Peck, were at Suffolk, Virginia, south of the James, where they had recently successfully frustrated the attempt of General Longstreet to capture that place.The Department of N orth Carolina comprised the coastal territory of that state occupied by Union troops.
