Francis is a young angel trying to find his niche in heaven. Due to career plan changes, he is assigned to the planning and design department for the Earth Project responsible for designing insects to inhabit the newly created planet. Before being presented to the Creator for final approval he must negotiate the stifling bureaucracy which may prevent his bumblebee creation from even getting off the drawing board.
