Etwa 10 Jahre später, im Jahre 1969, sollte dieser Mangel durch ein sog. Sektorkonzept kompensiert werde. Dieses Konzept ist eine Sammlung von Richtlinien, das in seiner Summe eine strategische Handlungsanleitung darstellt. Heraus-gegeben wurde das Sektorkonzept, wie auch seine Nachfolger 1986 und 1992, vom Bundesministerium für Zusammenarbeit. Das Entstehen dieser Nachfolger zeugt von einem konzeptionellen Wandel in der Berufsbildungshilfe.

In 1992 the German Ministry of Cooperation published new guidelines for the field of Technical Vocational Education and Training Cooperation. This became necessary because the previous guidelines were strongly criticised so they had to be replaced. The effect of this conceptional change was a huge turn of the methods in carrying out the projects. The former projects were created as a demonstration to show the advantages of the German Dual (Cooperative) System. After the projects ended suc-cessful the Dual System had to replace the traditional system of the re-spective development country. Those projects had only small relations to their relevant environmental systems, so they were repeatedly compared with "development islands". The sustainability of these projects was poor. The new methods prefer an intervention on three different levels, the pol-icy-, the organizational- and the implementation level. The traditional Technical Vocational Education and Training System has no longer to be replaced but it has to be extended with components of the Dual System. In that way the sustainability of the projects should be increased. This treatise wants to find an answer to the question how the new methods of Technical Vocational Education and Training Cooperation look like. To investigate this an example project is regarded in this paper. The "Muba-rak-Kohl-Initiative" (MKI) is the actual project of a forty year old history of technical cooperation between Egypt and Germany. The aim of this project is to enhance the productivity of the Egypt economy as a hole. By looking at the concept of the MKI the author tries to find an answer to the main question of this treatise.
