Excerpt from Status and Trends of Wetlands in the Conterminous United States 1986 to 1997The study incorporated all wetlands, regardless of land ownership, as part of the sampled landscape. Because wetlands in coastal areas are important to a variety of fish and wildlife species, this study included them by adding a supplemental sampling stratum along the Atlantic and Gulf coastal fringes.Determining what caused wetland loss or gains is an important part of assessing the effectiveness of policy or management actions. As part of this study, the Service worked with other Federal agencies to examine and field test wetland loss and gain attribution categories.
