Excerpt from Some Notes on Medical Education in England: A Memorandum Addressed to the President of the BoardWith regard to the principle implied in the phrase in Article 9 of the Regulations that Grants are not payable to Institutions conducted for private profit, this expression must be construed in its fullest and widest sense as excluding the possibility of any person employed in or connected with the Institution receiving from it any payment except in respect of services rendered to the Institution by him. In order to carry out this corollary of the main principle, the Board exact as a general rule that persons so employed should be] employed at a defined salary.
