Parliament has expressed its readiness to agree to great sacrifices for the attainment of this object, and successive Administrations have been unceasing in their efforts, to fulfil the commands of the Crown, and to second, in this respect, the wishes of the People. I therefore thought, that a succinct account of the facts belonging to these transactions might not be useless to the Government, nor unacceptable to the public.
