Mr. President, the pending bill, irrespective of the question as to its merit or lack of merit as a separate and inde pendent proposition, and the consideration of which shall not now Specially engage my attention, although I am frank to confess my im pression is it is about the thing needed, brings before the Senate and the country one of the most important public questions of the day. It is, moreover, not a party question, but rather one upon which the people and the people's representatives divide, irrespective of party lines, at angles quite as divergent as do the two great political parties of the country on many of the other great questions now before it.
