Heath for the Fiscal Year Ended June 30, 1899With the enormous increase of applications for the establishment or extension of the rural free-delivery service which descended upon the Department with the increased appropriation, it became necessary to formulate some fixed rules to control the applicants and also the special agents sent out to investigate and report upon their applications. It was found to be no longer practicable to detail a special agent at the request of a member of Congress to go over his district and select and map out some suitable route or routes for the inauguration of service. Directions were therefore issued that all service must be originated upon petitions presented by the people desiring it, through Representa.
