The report herein printed was sent us, with other papers, by his widow for publication, and, though ten years have elapsed since the stirring events described in the report transpired, we take great pleasure in publishing it, not only because of our high regard and friendship for Colonel Wagner, but because it seems to us that the publication will be of great benefit to the Army.From this report it appears that a Bureau of Military Information in the Field was established by the Commanding General of the Army and placed under charge of Colonel Wagner.
