The circumstances attending the origin of the report which is here reprinted without change, the committee's mode of procedure and the difficulties that beset their path, are sufficiently explained in the first section of the report itself. It is part of a general movement started a few years ago by the National Educational Association, a movement looking toward a better and more uniform definition of requirements for admission to American colleges. No one familiar with the facts ever imagined that it would be pos sible, even if it were desirable, to establish uniform courses of study in all our secondary schools, but it was felt that great good would be accomplished if certain norms or units of instruction could be defined, certain general principles laid down, and a descriptive nomenclature recommended, which should have substantially the same meaning every where.
