The function of the Court of Review is not to determine questions of policy or expediency, but to administer the law of the Church. (General Canon 29, Section 5 and 18.) At present the powers of this Court are practically limted to passing upon technical errors of trial or procedure. (General Canon 29, Section 5). The Court should not reverse upon any merely technical error, but it should reverse if substantial injustice has been done the Appellant by any serious misruling or error in the decision of the trial Court.
