Excerpt from Proceedings of the Standing Committee on Banking and Commerce on Bill J, 1933: An Act Respecting Shipping in Canada, No. 3Mr. Frederick dorion: Mr. Chairman and honourable gentlemen, I have prepared a memorandum containing suggestions that we wish to make to this Committee on behalf of the pilots in the district of Quebec.Firstly, may I refer to paragraph 70 of section 3, on page 8 of the Bill. The last part of this paragraph says If the pilotage authority is the Minister of Marine, it includes the Deputy Minister Of Marine. We would like it provided that in the pilotage district of Quebec, the pilotage authority is the Minister -oi Marine only. We wish to keep in the new law the provisions that we have in the present law with respect to the pilotage district of Quebec.
