In no state is this fact more fully illustrated than in the State of New York. For the most part the specific application of this power is the resultant of the play of political, social, and economic forces, sometimes organized in the form of political parties, more often, in the form of pressure groups.Nowhere, in consequence, is it more appropriate to study the con¿ict of these groups which dominate so large a part of our legislative development than it is in the Empire State.These interest groups take their rise from a variety of elements which make the complex of forces in New York State typical of those at play in the larger industrial states of the Union, even though in certain particulars they may be unique to New York. The most significant grow out of the sharp cleavages in the state itself.
