Excerpt from Popular Government, Vol. 17: September, 1950The Charter from the Crown' in 1663 granted the Prov ince of Carolina to eight Lords Proprietors with full and absolute power to [make] any laws whatsoever either appertaining to the publick state of the said province or to the private utility of particular persons with the advice, assent and approbation of the free men of the said province or of their delegates or deputies. The con cessions of the Lords Proprietors in 1665 vested this law making power for the Province of Carolina in the General Assembly, where it has continued to this day.
