This bulletin on the teaching of patriotism and civic in struction is intended to present specific directions on matter and methods generally approved. It is primarily a teacher's manual rather than a compilation of selections for pupils' use yet many excellent selections are given and should be avail able to the children.
An effort is made to indicate specific exercises tending to develop emotional response to America. This is the object in mind in directing that the American flag be floated on school grounds at least on Flag Days. While our state law requires the flag to be floated on school grounds every day, we only ask that the spirit of the law be observed by floating it at least on days of special significance. However, this regulation must be construed as a requirement of the depart ment of education, and where it has authority to do so, as in the case of schools receiving state aid, the observance of Flag Days will be made a condition to be met by such schools.
