The underlying logic for treating this as an effectiveness dimension stems from Lorange's (1979) arguments that a system's capabilities should be treated as a measure of planning success. To quote Lorange: many of the measures [of effectiveness] were based on some general surrogate variable, when it probably would have been more relevant to measure effectiveness as a function of how well the formal planning system's capabilities were able to meet the specific planning needs (1979, p. 230, emphasis added). This suggests a cascading relationship. At one level, improving the system's capabilities is effectiveness. At deeper level, ultimate outcome effectiveness arises from improved system capability.
