Excerpt from Mississippi Law Journal, Vol. 8: December 1935It is well known that in the ten states of the American Union which are usually described as Southern the Democratic party is for all practical purposes of state and local politics the only political party, and its nominations for public Offices are in effect elections. It is equally well known that in the Same states negro citizens in one way or another are effectively prevented from taking any Significant part in politics.1 The sociological and political explanations of these facts have been numerous, if not always fair or adequate, and the devices and means by which white supremacy is maintained in the politics of the South have been frequently described. The most effective bar, however, to negro participation - the so-called white primary-has received scant consideration. A recent decision of the Supreme Court of the United States in the case of Grovey'v. Town?
