The intent of this paper is to assert that the concept of Global Prompt Conventional Strike (GPCS), specifically with the Conventional Strike Missile (CSM), offers capabilities that reach to the heart of our current challenges. It describes a future force that meets the requirements of both the 2002 NSS and the 2006 NSS, extraordinary preemptive attack capability and, as a result, increased deterrence. With the CSM, the President would have at his disposal a prompt global strike capability to preempt impending terrorist attacks, uses of WMD, and atrocities to humanity in cases where our traditional forces cannot be mobilized to offer the required short notice response. Strike could occur within minutes, not in hours or days that provide time for fleeting targets to evade. In addition to compressed response time, the threat of short notice strikes can be imposed regardless of relative positioning of US forces. These factors offer an exceptional means of deterrence.
