The appalling state of the finances of the Federal Government which has been disclosed to Congress, tends that way, as also a very strong despatch from the French Government to the Federal Government denouncing the Trent Affair as an intolerable outrage, and as entirely at variance with the ordinary rules of International law, and advising them to accede to the just demands of the British Government.
