This dissertation examines citizen and inhabitant referendums (sog. Bürger- bzw. Einwohnerbefragungen) at the municipal level. It contains for the first time a comprehensive and academic study of all fundamental problems and legal issues that are raised by municipal referendums. Primarily, this dissertation explores whether or not a referendum is principally permitted and if, prior to holding a referendum, a special provision in the municipal laws is necessary. Further, it examines what legal requirements must be fulfilled in order to hold a referendum.
