On the other hand, as one sees him in thoughtful action day by day, he seems to have been in the best sense an opportunist with respect to immediate ends and particular means. He was neither a doctrinaire philosopher nor a self-seeking politician, but a statesman who effected a distinctive combination of idealism with common sense.
