In 2000, when the RNC decided to hold its presidential nominating convention
in Philadelphia, the city's Police Commissioner assumed he'd be given the
Party's top security position. Unexpectedly, the Chairman of the nominating
committee offered that esteemed position to his "Special Assistant, " Inspector
Mickey Devlin. Needless to say that decision did not sit well with Commissioner
Delany. As always, the Commish found a way for the RNC's slight to work in
his favor, especially when Inspector Devlin's security strategy was working
without a glitch. Then came day three of the Convention, when things changed
and the mayhem began.
