Within them also the thoughts which have made the greatness Of England, and have defined for the Empire a Splendid possibility, have become a quickening energy and an uplifting hope. What shall be the Eastern form Of England's great tradition A bureaucracy ruling restive millions That could not be permanent: while it lasted it would impoverish England's own thoughts.
