Mrs. Freeman.Commissioner freeman. It is indeed appropriate that on Law Day our public hearing should start with a summary of the rules of procedure which are designed to insure that our proceedings are conducted in a fair and orderly manner.At the outset I should emphasize that the observations I am about to make on the Commission's rules constitute nothing more than brief summaries of the significant provisions. The rules themselves should be consulted for a fuller understanding. Staff members will be available to answer questions which arise during the course of the hearing.At the public hearing which begins today, almost all persons who are scheduled to appear have been subpenaed by the Com mission. All testimony at the public sessions will be under oath and will be transcribed verbatim by the official reporter. Every one who testifies, submits data or evidence is entitled to obtain a copy of the transcript on payment of costs. In addition, within 60 days after the close Of the hearing, a person may ask to cor rect errors in the transcript of the hearing or his testimony. Such requests will be granted only to make the transcript conform to testimony as presented at the hearing.All witnesses are entitled to be accompanied and advised by counsel. Counsel may subject his client to reasonable examina tion.
