And even if there has been - as of necessity there must have been - error in the administration of affairs, if there has been a lack of the needful vigor in the prosecution of the war, if the frantic and malignant hatred, which the rebellion has manifested towards the laws and government of the land, has been treated with a well-meant but mistaken tenderness, which has protracted the strife, and greatly increased its cost in treasure and in far more precious blood - vet we cannot but acknowledge that 1n this work - the greatest by far which any nation ever undertook - there has been real and visible progress during the past year.
