Excerpt from Feasibility of Serving the Littlerock Creek Irrigation District From the State Water ProjectIn November 1960, the California Water Resources Development Bond Act was approved by the State's electorate, paving the way for the construction of the State Water Project. Since that time, many local water service agencies throughout the State have applied to the Department of Water Resources for consideration as potential contractors with the State for water service from the proposed facilities. Several water agencies have been organized since November 1960 expressly for the purpose of obtaining supplemental water supplies from the State facilities for the areas they represent.Prior to executing contracts for water service with water agencies, the Department of Water Resources made studies of those agencies and the areas encompassed by them in order to determine the propriety of entering into such contracts. These studies were made with the goal of evaluating (l) each area's future demand for supplemental water supplies, (2) the legal ability of each agency in question to enter into a water supply contract with the State, (3) the engineering feasibility of providing the proposed water service, and (4) the financial ability of each agency and its constituent area to bear the financial burden necessarily imposed upon it by a water supply contract with the State.The results of the studies made for each agency, as described above, along with significant incidental and supporting material, have been embodied in separate reports which have or will be published by the Department of Water Resources for the benefit of interested agencies and persons.
