We will all stipulate to that. The purpose of this hearing is not to talk about how we ought to have a larger more dedicated source of revenue. We will probably all agree to that too. It seems to me, though, as we are looking forward, we have to figure out how, assuming we don't have new revenues and assuming that we have these great needs, how do we apply the available dollars in the most economi cally productive way, not just the politically productive way.Before that, I would like to recognize Ron Coleman, who just ar rived.
