Excerpt from Data of Mexican and United States HistoryThe differences between the institutions of different nations may, in certain cases, be due chie¿y to unlike climatic and geographical conditions, while the differences observed in other cases may be almost entirely attributable to different race characteristics, in other words, to the different origins of the several nations, and a consequent difference of inherited traits. The contrast between the political characteristics of France and Germany, for instance, is to be attributed only in a very slight degree to geographical contrasts, but in a very large measure to the inherited peculiarities of the inhabitants. But the differences between England and Germany, or between England and France, have been produced to a much greater extent by the force of different geographical conditions. Al though at different epochs of English history political liberty has been temporarily suppressed, still the eclipse has been only partial and of comparatively short duration. But in other countries, as Spain, France, Germany, with apparently favorable beginnings, the people early lost a large share of their ancient liberties. The superiority of England's good fortune in this regard, is largely due to the geographical fact that it is an island. The people from the Continent who settled England, brought with them no political wisdom greater than that which they left behind with their kindred. In their new home, however, they found conditions favorable to independent growth.
