With an annual appropriation of only $500, with a law which forbade the employment of any salaried official, without a staff, office, or equipment, or any provision for them for the first four years of its existence, the North Carolina Historical Commission was scarcely more than an idea. It was Mr. Peele's idea, and it was he who breathed into it the breath of life. How well he did it the history and development of the Commission itself, its present quarters and equipment, the existence of its present staff, its numerous lines of activity, its rich and varied collections, and its high reputation among its kind throughout the country, testify more convincingly than any words of ours.
