Excerpt from Charter of the City and County of San Francisco: Prepared and Proposed by the Board of Freeholders, Elected December 27, 1897, in Pursuance of the Provisions of Section 8, Article XI. Of the Constitution of the State of CaliforniaSec. 12. When a bill is put upon its final passage in the Board and fails to pass, and a motion is made to reconsider, the vote upon such motion shall not be acted upon before the expiration Of twenty - four hours after adjournment. NO bill for the grant of any franchise shall be put upon its final passage within ninety days after its introduction, and no franchise Shall be renewed before one year prior to its expiration.
