Excerpt from Annual Report of the Director of the Mint to the Secretary of the Treasury: For the Year Ended June 30, 1876The decline in the value of silver and the approach of the time fixed by law for specie resumption has led to a proposition for the restoration of the Silver dollar of 4125 grains, wit-h unrestricted coinage and nu limited legal-tender.This proposition, if adopted, would make the relative value of gold to silver in the coinage as 1 to or very nearly 1 to 16.
