Brown, to the Georgia Legislature, Assembled November 6th, 1862The Appropriation Bill passed at your last session made it my duty, in case there should not, at any time, be money in the Treasury to meet any appropriation, to raise it by the sale of State bonds, 011 by issuing Treasury notes, as I might think best. In each case where I had the discretion, I did not hesitate to decide to issue Treasury notes, bearing no interest, in place of bonds bearing interest, and I have found these notes not only current, but in great demand as an investment.
