Whatever may have been the distinctions and honors enjoyed, the many responsibilities accepted and well discharged, the wishes and hopes of a great part of our people to place in the hands of Winfield Scott Hancock civil authority and constitutional power, impartial history and occasion other than this will do complete justice.
